WashU: Policies Limiting Retail Tobacco Marketing Are Underused

Most states are working to limit the tobacco industry’s influence at retail points of sale (POS), but they are not taking full advantage of the policy options to do so, according to research from the Brown School at Washington University in St. Louis.

Information about POS marketing and recommendations are contained in “Point-of-Sale Report to the Nation”, published recently by the Center for Public Health Systems Science at the Brown School, along with researchers from the Stanford Prevention Research Center and the University of North Carolina Gillings School of Global Public Health.

The report presents tobacco pricing, marketing, and retailer density data; provides a comprehensive snapshot of current point-of-sale policy activity; and shares an assessment of the amount of POS policy activity at the state and local levels.

“Policies that address tobacco in the retail environment are needed to counter the industry’s marketing efforts and to protect the public health, but much about the point-of-sale policy landscape is not well understood,” said Dr. Douglas Luke, director of CPHSS and co-principal investigator of the project.

The report cites a lack of background information and funding, along with competing priorities as the main barriers to developing and implementing policies like licensing and advertising restrictions.

The report also describes resources and tangible next steps to get started in the point-of-sale policy area or to advance current efforts.
